
In 1995, the Summit County Housing Working Group was formed to address the affordable housing problem in Summit County. This group included citizens from throughout the County. From their report, a series of recommendations were formed and presented to town councils and planning commissions. The Housing Authority then used these recommendations as guidelines in developing and implementing housing programs. In 1995, the SHA also created the Summit Housing Development Corporation (SHDC), a tax-exempted 501(c)(3) corporation. This entity acted as the developer for the Gibson Heights Neighborhood in Breckenridge.
On November 7, 2006, the voters of Summit County approved an additional county-wide impact fee and sales tax of .125% (12-1/2 cents per $100 of sales) dedicated to affordable housing purposes. Toward that end, an Inter-Governmental Agreement (IGA) was executed by the Towns and the County to create one joint entity to manage the existing housing programs and facilitate the development of affordable workforce housing within each of the member jurisdictions. Thus, the Summit Combined Housing Authority was created, the first in Colorado. Per the IGA, a new Board of Directors was formed with one elected official from each member. This document mandates that revenues from the sales tax shall be allocated to the SCHA annually to fund their operating budget with the remainder of those revenues going to each entity for their housing programs.

Prior to 2007, the Summit Housing Authority (SHA) was structured as a department within the Summit County government. The Housing Authority operated with funds provided by the County and Towns, and the local ski areas. A seven-member volunteer Board of Directors comprised of professionals representing the lending, legal, development, design, social services and title service arenas governed the Summit Housing Authority.
To date, the Housing Authority has four full time staff members and works on nine different programs, focusing on making housing attainable for our local workforce.
